Two New Pillars of Financial Consumer Protection: CCD2 and PSR
Event overview
The Association for Banking Law is organising a regional conference this year dedicated to the new regulatory pillars for protecting the interests of users of financial and payment services: the Consumer Credit Directive (CCD2) and the proposed Payment Services Regulation (PSR).
The first part of the conference will feature speakers and panellists from Serbia and the wider region, who will share their experience in implementing consumer credit and residential mortgage credit directives, as well as their expectations regarding the new directive. They will also discuss identified and anticipated challenges in its implementation, with a particular focus on Buy Now, Pay Later (BNPL) services.
The second part of the conference will focus on the new regulatory requirements under the Payment Services Regulation, which is expected to be adopted by the end of the year. Discussions will primarily address new rules concerning fraudulent transactions, particularly in the context of changes to risk allocation, as well as new requirements for transaction monitoring and data sharing to prevent fraud in payment transactions.
This year, the conference will be held as part of the Regional Legal Business Forum, taking place from 15 to 17 November at the Grand Hotel Tornik in Zlatibor. The Forum regularly attracts more than 500 participants from Serbia and the wider region.
By participating in the Regional Banking Law Conference 2026, attendees will have the opportunity to exchange experiences not only with colleagues from the banking industry but also with representatives of leading companies from Serbia and the region. Since the prevention of payment fraud is one of the conference topics, and companies are often among the victims of such fraud—with fraudulent transaction amounts frequently reaching substantial sums—this part of the programme will also be of particular interest to in-house legal counsel.
Participants who register through the Association are entitled to a preferential registration fee of RSD 32.000, compared with the standard fee of RSD 42,000 plus VAT.
